Can someone hep my friend?

She dated a guy for almost 3 years and they broke up 8 months ago. He has a new girlfriend but him and my friend still have promises to each other to never do anything sexual with anyone but each other and he still to this day promises her forever. He says he 'can't' be with her right now because he needs time to heel because she cheated on him once in the past but for her to just keep waiting for him. But he has a girlfriend as of right now, what should she do? She is suffering with a broken heart.
