Commercial Air Planes that have been converted to haul water?

Why can't the forest service use the commercial air planes that have been converted to haul thousands of gallons of water to be used to fight fires in this state. I understand that they are sitting on a airstrip in Marana Arizona , Iwould think that this would really hep fight the fires where ever they are needed.
