Is this a hit and run?

I leave my car parked on the street because the drive way is already full. So my neighbor told me today that some kids hit my ca r with a four wheeler. Yesterday I went tto the car wash and noticed a back panel was sort of popped out. I didnt think much of it. So when he told me today and I asked him where they hit it, he showed me it was where that panel was. So even though theres not any damage, at least I cant tell cuz he told me and its dark out, is there anything the police can do? Or does there have to be clear damage. My neighbor does know who hit it but just didnt see me until today to tell me
